Pale Blue Eyes (given their name have to be fans of The Velvet Underground) are a trio from the Sheffield region of England. Consisting of a married couple, Matt and Lucy Board, and bass player Aubrey Simpson, the have a couple of albums with a third due sometime this year.
The group has already opened for bands like GOAT, The Edidtors, Public Service Broadcasting, and Slowdive, so that should give you an idea of the headspace they inhabit. The jangly, wobbly guitars also harkens back to a shoegaze-ish vibe of the early 90s.
